No I dont think it is. Fex's are on par with dreadnought prices so a ven metal dred should cost more dollars wise.

Are the items both assembled and painted? If so, eh, your call.. they are close. However, I think a metal ven dread performs better and costs less (points wise) than the carnifex, so you may get a better USE out of the ven dread.

Of course, if you want to field a carnifex, and this is close, you woiuld need to know how it is configured. Some of the useful OLDER Carnifex loadouts are completely stinkeroo in the new codex.
