Here's the situation. The enemy is a unit of Ork Shoota Boyz, moving towards an objective being held by my Sternguard Veteran Squad. They're as a unit about straddling the 24" line, and hiding in a forest. I know I'm going to fire at them, but I don't know whether they're close enough to use my cover-negating Dragonfire Rounds, or if I will instead need to rely on my longer-range Kraken rounds. So here's the question: so I have to declare what variety of round I'm firing before I measure range, or can I figure out how far away they are, and then figure out how many I can hit with respective rounds before making the decision?

You have to declare the round before measuring range.

Each time a Stenguard Veteran squad fires, the contorlling player can choose which type of ammunition is being used.


Well, that's not really specific. Lets look at shooting.

2. Check range. If a target is beyond this maximum range, the shot misses automatically.


In order to carry out step 2 the range of the weapon must have been established. There is no permission to measure before that. The latest you could select ammo is between steps 1&2 (i.e. after choosing a target and checking LOS).
