Someone tell me this isn't true:

Wolf Guard Battle Leader can take Saga of the Hunter which allows Stealth and Outflank. Saga of the Hunter cannot be used unless the model is in Power Armor and without a Jump Pack or Bike.

With that said, here is the issue at hand: Can a Wolf Guard Battle Leader with a Thunderwolf Mount take Saga of the Hunter?

Where does it say that explicitly because I've been looking through the codex and I find nothing to the contrary.

The only stipulations are Power Armor, not on a Bike and not with a Jump Pack.

No, it says "Infantry Only". Page 64.
