Is there a particular Chaos Legion or warband that would be capable of fielding a "Chaoswing" force? Basically, a Deathwing list, using Chaos Terminator models as a base, with Imperial weapons (since Chaos can't get CMLs, Assault Cannons, etc).

Is there a Chaos legion who owns more Terminator armor than the others?

I would Probably say either the Red Corsairs or the Black Legion own the most Terminators.
Black Legion because they are huge.

and the Red Corsairs are a full chapter turned and they are still growing in numbers. the rest of the "legions" are spilt into Warbands and I'd say only a handfull of terminators between them all.

But you could give ANY legion a "deathwing" style list and make it fluff appropriate, like they just acquired a bunch of suits of terminator armour.

so any legion/warband you wanted would work.

you could also just use the CSM codex and use a high number of terminators for the list.
