As I don't have the guard codex on hand, I don't know, but if memory serves me correctly, only Elysians can take them.
Fluff wise, the stealthiest jungle commandos in the Imperial Guard flying into battle with big, noisy jetpacks just doesn't seem right...

Not in the current codex. The only way you can deep stirke guard infantry is by putting them in a valkarie/vendetta or by using storm troopers.
