If lash of submission is used on a squad of jump/jet pack troops.

Can you move them over intervening models or do they have to move around them?

Yes, they can move over. They move as normal for their unit type, so you can choose to move them as Jump Infantry or Infantry.

I have to disagree with you on that one.

Jump infantry may only use their jump packs in the movement phase or when falling back (brb p52), they have no permission to use it in other phases.

LoS is used in the shooting phase.

As such, they would have to use normal infantry movement and would not be subject to dangerous terrain tests from ending their movement in difficult terrain.

And Lash says to move the unit, which obviously must be done the same way as it is done in the movement phase, since that is the only time when the movement rules are defined.

Does that mean they can use their packs when they run? Obviously they'd only be able to move D6 inches but they could jump over stuff.

LoS just says to move 2D6 inches, it doesn't say "normal movement" or "as though in the movement phase".

Jump Infantry rules are clear that packs can only be used in the movement phase or when falling back. Running, lash movement, assault movement, etc is all done as per normal infantry movement. That is the 'normal' way for them to move in the shooting phase.
