So I looked through a few pages and couldnt find anything. Does moving flat out or turbo boosting (vendettas and koptas for example) in the scout phase give you a cover save in the first turn of the game if you go second? Was just curious because ive seen where scouting is called a movement phase before the game starts.

Essentially it is down to different wording: turboboosting scouting bikes get a cover save, before the rules talk about "the next shooting phase" - which could be after you have shot, technically, if you go first.

Flat Out! requires you to jhave moved that speed in the previous Turn - and there wasnt a turn, just somethign that acts a bit like a movement phase. So you dont get a cover save.
