If it's a regular Ordnance weapon, then they get a cover save if they are at least partially obscured from the point of view of the firer, just as they would for any other weapon.
If it's a Barrage weapon, cover is determined from the centre of the blast marker, rather than from the firer.

It doesn't say that it ignores the cover, though. It's simply pointing out that the scatter represents the chances of hitting models even when they would not otherwise be a valid target.
Cover saves still apply as normal, because the rules don't specifically state that they don't.

Nope, the cover is still worked out the same from the firer to the target. If the target is behind the monolith then they are in cover from the firer and thus are granted a 4+ from the monolith. If it's barrage though your warriors would be up a creek since cover is from the center of the marker.
