Im pretty sure wraithguard are elites unless thet are a squad of ten. As tempting as it is, your farseers should only have 2 psychic powers, doom is a must have with banshees and harlequins in your list. If you want more psychic powers you will have to find room for Eldrad or another farseer.
Storm Guardians with no warlock leading them or Avatar on the table are likely to get cut down. They like to be in wave serpents or in a nice fearless bubble with Avatar and fortune, but then this is leeching your powers on Eldars weakest unit.
Your wave serpents are using star cannons which in my opinion don't match up to the other options, spirit stones are always nice because if you get stunned you can just fly around like a tool to get a cover save next turn, tank shock an enemy unit block line of sight etc.
Your banshees are on foot, and as a squad of 10 are going to attract alot of firepower, I would cut these down in size or get them in a serpent. The exarch power warshout is nice, but acrobat is a must! Mirror swords are nice against toughness 3 enemies as they are likely to be chopping up a doooomed unit, but the executioner usually gives the exarch 1 or 2 kills on units without doom so that is what i usually take.
For the harlequins the shadowseers power is a must if your going to use them this makes spotting them impossible over 24" also if your taking a troupe leader, take a power weapon its free!
3 Fire prisms work as they attract alot of fire power and you can combine beams, but without holofields they are pretty fragile and pretty much all eldar vehicles are overpriced so its quite painful when they die, spirit stones help these tanks too. I usually run 2 fire prisms with holofields and spirit stones.

My advice: don't play footdar. Play mechdar. It's hands down better. Anyone who says otherwise is just yanking you.

If you MUST play footdar, then play wraithzilla. That means 1-2 10 man wraithguard squads with Eldrad in support, plus an Avatar, plus three wraithlords, plus a nice big band of Harlequins as counter assault. That's not necessarily the most viable list there is, but it can certainly give opponents a hard time when they're not ready for it.

And no matter which one you do, don't cheat by using 5 Elites choices

As others have stated, Wraithguard are not counted as troops unless you have 10 and a warlock with spiritseer upgrade. The 3 man units are still elites and are not a viable option. I personally have learned the hard way that anything under 10 Wraithguard is a waste, Fire Dragons will get the job done cheaper and better then wraithguard.

Dire Sword/Pistol is a bad option, if your assaulted or assaulting your DA are dead anyhoo.

Starcannons are universally regarded as crap in 5th edition. Cover saves all over the place turn that 2 shot 35pt weapon into a wet noodle.

Spirit Seer is a must for Harliquins, period. Only exception to this is if your borrowing a serpent for them to ride in, but even then it's a good thing to have.

Farseer, decide his role and take the two powers for it.

Prisms I use to be in the naked Prism camp, but have since swapped to holo-field camp.

Banshees on foot are trash. So are Harlequins in small squads. So are Wraithguard without Fortune.

I would give the Banshees a Waveserpent, or get rid of them. What I would do, in fact, is replace the banshees with 2x5 Fire Dragons in Waveserpents.

I would also increase the Harlequins to 10 strong, or get rid of them. The list needs a hammer to get Wraithguard out of assault, and that can be 10 Harlequins on foot, or it can be 10 Banshees in a waveserpent, but it can't be 10 Banshees on foot or 5 Harlequins, neither of those are viable.

There's really no way around it, this list needs Eldrad. It needs Fortune for the WG, it needs Guide for the WG (it really SUCKS when they get their one big shooting round per game and they all miss), it needs Doom for the Banshees and the Harlequins, it needs Fortune for the Harlequins... It needs a whole bunch of different powers and Eldrad provides them all for the cheapest price and a bunch of extra goodies on top.

Also, if you have Eldrad, an Avatar becomes a great option. With Fortune, this guy eats tons of fire, and with his WS10 he is incredibly mean in close combat.

The Dire Avengers as they are are OK, you'll want to reserve them in most games though to use them as objective holders. The fusion stormies are pretty good, you might want to consider adding warlocks to give them Destructor for anti-troop and a Spear for more anti-tank.

The prisms are incredibly meh. They just don't hit that often, and since the rest of your army is short ranged, they may well end up hitting YOU. Wraithlords are what the doctor ordered for this list. They can keep the Wraithguard out of assault, they can shoot down tanks, generally more reliably than fire prisms, and they are also Eldar's most powerful close combat anti-tank weapon, with S10 and 2d6 penetration.
