Can Eldar Guardians with Wep platform move and shoot?

Yes. See the first sentence in the weapon platform rules on page 39 of the codex.

Worth noting to clear any confusion, the weapon platforms used by Defender Guardians can move and shoot as per their entry in the Eldar codex. Eldar Heavy Weapon batteries on the other hand my not as per their Eldar codex entry as well.

Probably less confusing if you use the correct names...

Heavy Weapon platforms are used in Guardian squads. The Heavy Support version is a Support Weapon platform.
