Do Mystics work against units that deploy through a Dark Eldar Webway? What about those that deploy through a Monolith? I am tempted to say no since the words 'Deep Strike' are never used, but maybe there was a call on it at some point?

Q: How many of a specific demographic group are required to carry out a simple task?
A: An arbitrary number. One to carry out the task in question, and the remainder to act in a manner stereotypical of the group.

The answer is no.
As you pointed out, they are not Deep Striking.

Agree w/Gwar!
Units 'ported by a Monolith are placed on the table as if disembarking for a vehicle.
Models arriving by WWP move on as if moving on from a table edge.
Neither has any similarity, stated or otherwise, to Deepstriking, so would not trigger the mystic(s).

Since they are essentially coming from Reserve...no. (it might even say Reserve, pretty sure it does. I'll grab my DE codex in a few.)
