It would do mediocrity at the 2.5k level
Lots of anti tank, but nothing to take out the MEQ that fall out of the tanks with. Your 3+ armor killing power is in the Prisms but you have no holos so they will be downed fast. DA Bladestorm may take down a pack and Flamer guardians may take down another (autauch and squad will be killed way before they ever see CC).
Horde armies would mob the floor with the list. EMLs aren't reliable for horde and DA can only do some much before they get overwhelmed.
On a bright note though, it's good at being the standard "what people say works"

When your opponent has 120+ orks and 45 lootas at the 2.5k level it becomes rather hard to run away
I run a similar list and actually am working of patching up flaws at the moment. Toss Holos on the prisms, yes it increases the chance of weapon destroyed result, shaken etc but as the same time it keeps them alive longer and thus a threat longer.
Underslug Cannon upgrade, you plan to move 6"? Are the extra 24" non- TL shots worth their risk?
For Bladestorm to be effective you need to have guide and doom which you have a enough for one unit worth. It's hard to say if that will be successful for 2 units, but 3 units worth, definitely not.
Get the bright lances off the Dragon units and give those EMLs if you'd like. Dragon serpents are bullseyes, putting the high price ammon on them is a bad thing.
The autauch, as much as I'd like him to, just doesn't have a role to fit into in this list. You'll want the +1 to reserves so you may want to fit in a CC oriented unit some place, which despite their appearance is NOT Storm Guardians. Worst case scenario, drop the Autauch and take another Farseer to help out with the guide doom.

First, is this an all-comers list or are you building this for a specific game? I play a few tournament style games a year and as an all comers list I see this doing fair but not amazing. If its against a specific army its probably not going to do well.
As per BlueDagger, Horde armies would tear you apart. I really wouldn't use Fire Prisms in my list against horde because I think there are a few better options out there, mainly Warwalkers with 2 scatter lasers.
Also, you have no real CC unit. You have a largely shooty list but CC will cut you apart. Granted you have 1 unit of Storm Guardians, but they will fall easily to an assault oriented unit. If anything they will tarpit your enemy for a single turn if you are lucky.

As for the Vypers, in this edition they are kind of a waste of points. You could probably use the points for them somewhere else. I only use them if I really have nothing else to to put into my list.

Dev, the changes you stated are good. Vypers would actually prob fit well but not sure where you would pull the points.
Prisms are acually good for horde. The Key is to have you guideseer serpent hang back with the prisms and guide them. You then (with seer and eldrad) can have 3 TL S5 ap4 Large blasts. Overwise a S6 ap3 and S5 ap4 tl lbs.

Why would you NEED a CC element in a mobile Mechdar??
As stated you have your serpents mixed up. You should not have AT on the Dragon serpents. You are better of with BLs on your DAs
Imo you can drop 1 dragon in each squad to save some pts as well.

It's not really a flying circus. For that take baharoth, jetbike autarch, some elites in serpents, lots of jetbikes, any fast attacks except spiders and some grav-tanks.

I dont really know why wuestenfux is constantly going on about the SitW. With the mobility of your list it will not be such a huge issue. I would be more vary when going upagainst another RoWard.
With the ghosthelm eldar will only suffer a wound from Perils 1 time out of 4 so I dont consider the added Perils increase important when considering RoWit. Especially not seeing as how your Farseers really shouldnt leave the Serpents ever.

I recently faced Nids with my mech Eldar, 1750 pts, the battle report is somewhere here at Dakka.
RoWit is a life saver especially because I fielded a Serpent-mounted Seer Council.
Try to pass a test on fortune with 3d6. That's really hard.
But with RoWit negating the corresponding default power of the Hive Minded,
my opponent had a hard time as he faced RoWard.

RoW will indeed help, but it's far from a must. With a seer council you should have embolden anyhoo, so you shouldn't be having a terribly tough time with SitW.
Anyways, he isn't running a council so it doesn't mean he's losing a 600 pts unit if his power doesn't go off. Against bugs bladestorm is still good even powerless.

However, you roll 3d6 and so 10.5 on average.
You will eventually miss the re-roll too.

Yes it is. It is a name for an army consisting of a lot of Harlequins/clowns (circus) in transports (flying).

Yeah on the naming it is simply a name, but it's typically associated as others have pointed out. Here is an example of a 2k flying circus list:
Eldrad
Farseer Guide
3x 9 Harlequins w/ Kiss + Shadowseer w/ Kiss
3x 5 Dire Avengers
3x Wave Serpent with TL S Cannon
3x Falcon w/ EML, Holos, Stones
You put the DAs in the Falcons along with Eldrad to one unit and Farseer on another. Use guide on all three Falcons.
Harlequin packs stand within 2" of the Serpent hatches and get in first turn.

Bump the scatter laser up on the Falcon to an EML. That way you have the same range and same strength for your target.
