I searched and found a lot of interesting threads regarding using Mind War twice with Eldrad, but I didn't find anything regarding this. Maybe I didn't look deep enough?

Around 8 years ago during 3rd edition (yeah, I picked it up again) I used the Mind War power to snipe heavy weapons teams out of coherency, to force them to move and thus disallow them using the heavy weapon. The wording of the power is not changed (much), but the basic rules has.
1. Am I targeting the squad as a normal Assault 1 attack and then the enemy distribute the wound(s)?
2. May I target ICs joined with the squad?
3. May I single out sergeants and similar characters inside squads?

If I read the rules top to bottom in the Codex (which is written for an earlier edition apparently), the answers would be no, yes, yes. Should 1 be "yes" there's a follow-up question:
1b. What about if I score multiple wounds?

Now, just a short clarification: this has nothing to do with saves of any kind. The FAQ, errata, and codex are rather clear on what to do with them.

I really need to stay away from the 40K forums.

You pick which model you want to wound, and all wounds caused go on that one model.

As for using it twice, no, you cannot.

IIRC Mind war is just a simple LD vs LD and if you beat them they take a wound per x interval they failed by. The way its worded says one guy takes the wounds within 18"" so you can only wound or kill one model.

And yes, I did read all that about using it twice. No point dragging up the whole debate, though, considering it got a bit heated.

Well its just the whole you can't use the same shooting power in the same shooting phase. Thats why you can't go and use it twice and why I cant use JOTWW twice.

And that without a special rule saying otherwise you can only ever fire 1 weapon(or use 1 PSA) per shooting phase.

Yes the staff of Eldrad allows him to use a 3rd power and it can be a power he has already used, but as everyone else has stated, a non MC can only use one shooting weapon/power per turn.
