hey guys I currently have blood angels but I am thinking about getting a second army

It's not a matter of "a better army". But more of a "which army do I like the feel/look of?".

Dark Eldar are [supposed] to look dark, evil, and brooding, and are extremely fast on the tabletop. They are, however, very fragile, and don't have too much in the way of variety. So stealth and speed are the trick with these guys, you have to be VERY strategic. Used correctly though, they will decimate your foes. Also, new models (along with a new codex) are supposedly in the works right now, so you may want to wait for that.

Now much the same could be said for Eldar in gameplay terms, but I should note that EVERY unit in an Eldar army is specialised. I.E. Howling Banshees are good at taking down small, but powerfull groups, such as SM, or CSM, Striking Scorpions are good at taking down hordes of weaker troops, Dark Reapers are good with long ranged combat. And every unit needs to be used for their specific role to support each other, or they will crumble. Again, with the exception of a few units, are very fast and fragile.

Now that brings me to Necrons. I don't know too much about them, but here's what I know. They are slow, but incredibly powerful and hardy. And due to their "I'll be back" rule, they are very survivable. Also, they have a high Toughness and Save. So yeah, they're slow and powerful. Though I've heard they're not too good in melee.

Well, sure.

Unless he's talking about how competitive they are, all other things being equal. In which case they can be ranked as being better or worse. And I think we can all agree that under current rules, Necrons are incredibly uncompetitive. (Phase Out, among other things)

Now, where do Eldar/DEldar stand? Which is the better army?

Or: Which can field an army better capable of taking on all comers?

I don't know myself, I'm just a poor dumb Australian with no opponents and no free time.

DE is probably the strongest with Eldar second. Both have very few genuinely strong builds and both are among the hardest armies to do well with. Saying that, a well built and well played DE army is quite formidable.

ETA, either of the above would be a good change of pace for a marine player and the slender streamlined models are very different to paint also.

Necrons have been languishing in 5th edition - the change to vehicle damage hurt them badly. That's not to say that you can't win with them but it's an uphill struggle all the way.

Eldar are very strong, and have a lot of options and unique abilities. Dark Eldar have one build that is very powerful, but their models are hideous which is a deterrent. However, they're getting new models soon - some say as soon as this fall. Necrons are boring as sin to play as and play against. Very, very few options, and even fewer useful units.

If I were you I would save up my money for the Dark Eldar release. There will undoubtedly be some good models in there (as they are all being sculpted by Jes Goodwin) and they'll probably have a pretty kickass codex to go with them.
