I wouldn't do that if I were you. Having done lots of public speaking, people who do that tend to get low marks. Talk about something close to your heart (not your lungs), a topic that might make you a little bit angry to develop passion in your speech and make your arguements more convincing for your audience.
Alas, I cannot give any suggestions because it is what YOU feel.

For my medical degree application interview question I said they should, and argued the panel into submission.

This is the number of illegals in detention (the govt hasn't updated it in months, it is much higher now)

The great thing is that almost uniquely in all the west, Oz lumps illegal immigrant who get granted asylum in with our humanitarian refugee program and family relocation (man comes then get rest of family over a few years later) so the more boat people who turn up, the fewer family members are arriving

I recently did an essay that could be an interesting topic to speek about; "Is the philosophy of non-violence applicable in the modern world?" or something very close to that. I used examples from beyond the end of the second world war of non-violent protests which were successful and not quite so.

Couple of ideas that I've had to do speeches on over the years...

1)Should schools teach actual sexual education courses in place of just abstinence?
2)Should police forces have paramilitary units within their organizational structure?

You could try something about nuclear weapons. I had to do papers for school on this.

agrument 1: Nuclear weapons are a deterrent to attack and essential to a country's security.

argument 2: Nuclear weapons are designed specifically to wipe out large civilian populations and ergo are unethical and should be done away with.

argument 3: Nuclear weapons make kool 'splosions
