Shooting out of area terrain, on the 2nd floor, using GW buildings on bases, how do you play it?
1. Regardless of the level of the terrain, you are more than 2" in, and therefore always confer a cover save to models in the open.
2. You are on the 2nd level, as long as you are NOT more than 2" in, you would never confer a cover save to models in the open.
3. Something different? Please explain.

I have a 9" x 9" ruined building from the GW kits. Its mounted on a 12" x 12" base (the base has fun stuff like lamp posts, a low defensive fence and bits of rubble n stuff. Now... anyone that's inside the building on the ground floor must be more than 2" from the edge of the terrain and gives cover saves to units in the distance even if they are out in open and not in cover themselves. Here's the question. Models on the 2nd floor, are higher than the lower level. Because they are on a higher level, do they give a cover save to my opponents models out in the open. The models can be positioned so that they are no deeper than 2" on the 2nd level, but if they base of the terrain comes into question, then they are more than 2" in terrain.

One of the parts of starting a game is defining terrain, so it's up to you really. I would personally play it that shooting from the 2nd floor does not give a cover save but from the 1st does, as the enemy can use the low walls and other scree and rubble to their advantage, while the models on the 2nd floor have a better view of the killing ground.

I personally would play it as option #2, but if asked by an opponent, I would just as easily play it as option #1 or something else entirely.

Being less than 2" inside the terrain you're shooting through means you can ignore cover if there is any.
Being more than 2" inside the terrain you're shooting through does not automatically grant a cover save where there normally wouldn't be one.

So your models, regardless of which floor they are on, would only have a problem if their LOS would pass between elements of the terrain on the way to the target.

So if that is the case, their shooting would confer a cover save. If not, it wouldn't.
