My question is this:
Is it worth taking Terminator armour on HQs like Chaplains and Captains if you don't have terminators in your army?
Or is it better to take advantage of the weapon options and go for artificer armour (on captain)

Thats a difficult one. It depends on how/what your army is constructed for. I personally don't take Termy characters unless I intend to attach them to a Termy squad.

It's just that i've noticed Terminator armour can come in cheaper than some of the mods if you take normal armour.
For example the max a captain can be with Terminator Armour is:
Terminator armour with Thunder Hammer and Chainfist: 175
With normal power armour and best upgrades:
Artificer Armour
Relic Blade
Storm Shield
Aux Grenade Launcher
Digital Weapons
Jump Pack
210!

Unless teleporting with a Terminator squad never go with Terminator armour on a Captain or CM. Artificer armour is cheaper, gives you the same save and allows you to sweeping advance!

True. AND Captain has Iron Halo so you get 4+ inv save anyway!! So in a way Artifcer Armour on captain is even better than Terminator Armour!!!!

The only HQ option I routinely give terminator armor to is the Librarian, and only so that I can give him a storm shield. I've never really used a captain, but for chaplains unless they're running with a terminator squad it's next to pointless, and even then I've personally never felt it to be worthwhile.

-Provides some muscle, nice damage sponge, fast, and scoring bikers.
Libby, Bike
-Tool box character and basically a Captain-lite.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

Since you can't field Terminator Command squads any more, I almost never use a Terminator Captain. IMHO Atrifcer Armor is better, especially because then you can take a bike or a jump pack. Also, Relic Blade/Storm Shield makes for some awesome-looking models. So yeah, I never use them as terminators unless there's a terminator unit I can put them in.

Actually, you can take a storm bolter, artificer armour, and power sword for 138 points, instead of losing all the cool gear for 140 points and getting terminator armour.

Fox is on the rigth track, but its actually 133 points for stormbolter, artificer armor and power sword. Even better! You get the same saves and weapons as TDA and get to keep your grenades to boot!

No, you have 4+ either way. You get to keep the Iron Halo if you put on Terminator Armour.
Unfortunately TDA is almost worthless for Space Marine Captains. It's only value is if you want to Deep Strike without a Drop Pod.

Actually I guess even if he's accompanying a Terminator Assault Squad you just have the squad deep strike down and then he joins them.
And off they go to kill stuff in night invulnerable armour...
