Finally decided on two armies (hopefully!)

Empire: (VEERRRRRYYYY fluffy. I'm aiming to have it moderately competitive and still fit my fluff, but not tailored to the point where it blows everything apart.)

HQ:

Warrior Priest
Great Weapon
Armour of Meteoric Iron
Warhorse
129 points

Battle Wizard
Dispel Scroll
85 points

Core:

10x Handgunners
80 points
10x Handgunners

Rare:
Hellblaster Volleygun 110 points

Total: 591 points

Expansion to 1,000:

Empire Knights x5
Standard
131
(Warrior Priest goes in the Knights.)

10x Handgunners
80 points

Great Cannon

And the WOC list.

Exalted Hero
Bloodcurdling Roar
130 points

Warriors of Chaos x12
Full Command
205 points

Warriors of Chaos x12
Full Command

715 points

Expansion to 1000:

Chaos Warhounds x5
30

Chaos Warhounds x5
30

=1,000

These two armies will be facing each other a lot. Only other opponent ATM is a fairly diverse Wood Elf list.

So anyway, C&C welcome, but as both are very fluffy don't completely rip them apart...however if I'm doing something horribly wrong that'll cost me a game, of course let me know

If you are only comparing the two lists:

Empire wizard needs no scroll - WoC has no ability to cast.

WoC hero needs something - a stead would be nice to make best use of the roar. Buy this guy some sort of weapon - GW on foot; flail or shield on stead.

The expansion block for WoC should focus on speed - more knights or Marauder horsemen. The Empire list has nothing that can fight - no need for a 3rd block of warriors. You may even want to drop the hounds - their job is to either take quarters (which they can still do) or to serve as bait (the empire list has nothing to bait).

I would think about adding a BSB to the WoC list. Give the BSB a normal stead or a stead of slannash. With the BSB, he will be even CR against those handgun units. Should be able to roll up 3-4 of then over the course of the game.

I agree with Ran, those third warriors don't add anything that the list didn't already have. I would take those 205 points and pick up two horsemen units (5 w/ musician, flails, light armor), a musician for the knights and then put whatever is left into the exalted general. And one of those dog units could be ground up for more hero gear and/or marks (!) should you feel like it - 2x horsemen + 1x hounds is pretty solid light support.

On the empire, no comments besides that it makes me sad to see blockless empire

EDIT1: Just realized that your warriors have no weapon selected? Pretty sure you MUST choose one, which means +1 point for shields I'm guessing.

EDIT2:

*cough*couldn't-help-myself*cough*

H: Exalted - roar, biting blade, shield, chaos steed = 156

C: 12 Warriors - full command, shields = 222
C: 12 Warriors - standard, musician, shields = 210
C: 5 Horsemen - musician, flails, light armor = 86
C: 5 Horsemen - musician, flails, light armor = 86
C: 5 Warhounds = 30

S: Knights - musician = 210
----------
1000

I'm a big proponent of full command, but the champs in those baby warrior units are not doing a whole lot. Cut one to be able to afford some kit on the exalted, who now has a lot of options for cavorting around the battlefield (and screaming at people, sometimes while punching them in the face)
