Actually I would put out a bait boat with life like dummies and put R/C in it. Also the boat would have a metal prow and high performance engine, when the pirates approach, ram them and if so inclined call them "wetbacks".

There is open warfare across the border in Mexico. Our federal government is actively avoiding doing the only thing besides the census it is actively ordered to do under the Constitution - protect our borders. This has been going on for some time.
