The rulebook says that purpose-built fortifications like bunkers give a 3+ cover save, and my friend insists that vehicles are counted as fortifications. However, AFAIK vehicles are simply considered models, which only grant a 4+ cover save.

So, if a unit is halfway obscured by a vehicle, what cover save does it get?

Read the obscured secttion in the rule book. Itll tell you exactly what a vehicle covered by 50% will give you as far as cover saves go.

And a vehicle is a unit, not a fortification

Page 21 of the rulebook gives a breakdown of the cover saves provided by various obstacles. Vehicles are covered in item 'C'

We had this exact same thread on... another forum a while ago. Some douche wanted us to confirm that his land raider gave his marines a 3+ cover save, then started crying and screaming when we told him he was wrong. But yeah, 4+.
