It is a tab. If you click attachments, then you can click options. The attachments tab works right? If not, what web browser are you using?

I got it, its working again, when I click attachments and then click back it works otherwise it's blank, and it internet explorer 8

As for the BBCode buttons, they should be right underneath th "Subject" input box.
