Both squads can shoot. Note that you would have to roll distance for the first squad and then decide if they are shooting or not (because it says immediately) before rolling for the second squad. This would only be significant if you had danger close blast weapons or infantry mounted plasma.
Yes, they could both nominate the same unit to shoot.
