So here is the question the Chaos Daemons special character Epidemius has the tally of pestilence special rule. after 20 loses are suffered on the battle field it says "All attacks from followers of Nurgle ignore armor saves!" in Apocalypse does this include chaos space marine units with mark of nurgle as well?

It sounds like something you'd have to work out with other players. I would go for it, except it might make your side really overpowered.

As a general rule special rules from different armies are kept in isolation. That said, it is apocalypse so you'll have to decide for yourselves.

I would say to use in apoc try and scale it up if your going for an army-wide bonus.
So in a for example. 10000pt game the followers of nugle ignore armour after 50 loses?
Apply as nesercery to your own situation but you will have to talk to the group playing first.

Actually, this is one of the few cases where an armies special rules can effect other armies. All followers of Nurgle receive the benefits, no matter which side or army they belong to.

MasterSlowPoke is correct, on Page 52 in the Codex Chaos Deamons it says "count all models killed by followers of Nurgle, both friends and enemies"
And the bonuses apply to both your and your enemies Nurgle Followers

Yes, any follower of Nurgle both contributes to and benefits from the tally of kills.

It should also be mentioned that the GW FAQ recently specified that this applies to any shooting attack from followers of nurgle!
