Subject: Measuring moves and Wings of Sanguinius

During a game I want to move my Blood Angels Furioso Libby. Before I rolled the dice for the Psychic power I measure out 12" from the model to see where he could go.
Is it OK for a player to measure out 12" for a Blood Angel using Wings of Sanguinius before he takes the Psychic test? How would you play it?
Relevant excerpts:
Pg 3 "Measuring"
In general, players are not allowed to measure any distance except when the rules call for it (e.g. after declaring an assault or firing at an enemy, to workout a rule's area of effect, when deploying their forces, etc).
Pg 11 "Movement Distance"
It is·perfectly fine to measure a unit's move in one direction, and then change your mind and decide to move it somewhere else (even the opposite way entirely!) or decide not to move it at all.

Until the Dread takes the psychic test, its move is 6". Once it takes, and passes the test, it is 12".
In fact, I would dare say, if you measure at all before the test, you lock yourself into the 6" move. To do otherwise reeks of getting a free measure and possibly saving yourself a psychic test/use to use for other things.

No, you must take the test BEFORE you measure.
If you measure, it is too late to take the test.

Yup, you can only measure your actual movement. Until you have successfully used the power, your movement is 6".

IIRC, the test is taken at the start of the movement phase.
If you measure, then you have started the movement phase, and missed the opportunity to use wings.

Nope. Just 'in' the model's movement phase. So you would make the test when you 'activate' the model. But in order to benefit from the movement bonus, you would have to cast the power before moving the model.
