This is something that has bugged me for years.

A scout biker has a twin-linked bolt gun, at 12" he gets 2 str 4 shots twin-linked. and since bikers are relentless he can assault after firing.

The shotgun has the exact same profile but isn't twinlinked.

What on earth is the point of giving scout bikers shotguns?

It's a legacy option, so people with those models can use them.

Because they look really, really cool. I mean, it's like old west scouts on horseback bursting from cover, making people fall over with the blast of their shotgun. Cool, but pointless, rules wise.

Actually, that is a pretty valid point.

"No way! You're just a guardsman, you dont have clearence for this class of weaponry!"
"Dude, you have twinlinked bolters AND a bolt pistol, I dont see why I can't borrow so-"
"NO! Imma gunna be an astartes when I grow up, so get over it!"

"...*sigh*"

Haha, excellent. I know it's a balance issue (if guardsmen could take S4 shotguns, they always would; when marines could take S3 shotguns, they never did) but it doesn't make much sense, does it. I suppose a more logical explanation would just be that marine shotguns were sodding huge caliber.
