As far as I am aware, Sonic Dreadnaughts could be fielded in the previous version of the Chaos Codex (3.5). Forgeworld dreads are made as alternate GW models for the relevant codex as far as I am aware. I am not aware of any 5th edition sonic dread rules in IA.

Pg. 76 IAA2 (Imperial Armor Apocalypse 2) has the rules, read the last part of the entry for "Slaanesh Lament Of The Damned".

Just take a regular Chaos Space Marine Dreadnought, add +1I, a Blastmaster on the right arm pod for +40pts, and a Sonic Blaster to the left arm close combat weapon as upgrade to the Twin-Linked Bolter and you're good.
