I just bought the Tomb Kings Battalion and plan to get the set of two Liche Priests (one on foot one mounted) so I will have:
Liche Priest (Blue Khepra)
Liche Priest (Serpent Staff, Hieractic Jar, Skeleton Steed)
3 Chariots (Full Command)
Skeleton Warriors (Spear, Shield, Light Armor, Full Command)
Skeleton Warriors (Bows, Light Armor, Full Command)
8 Heavy Skeleton Horsemen (Full Command)
I already know what I plan to buy to put my army to 3000 Points. But what now should I be doing tactics wise? I play against 5 other armies mostly (Orcs & Gobbos, Lizardmen, Empire, Dwarfs and a combined WoC, Daemons, Beasts and Chaos Dwarfs army). I Know my Skeletons won't be able to stand up to some of the stronger units.
The Orcs and Gobbos and Lizardmen armies are quite large so have several strategies. Empire are rather basic (two squads, two heros and a cannon), Dwarfs are similar to empire (three units, two heros and a cannon) and Chaos is a mixture of several armies, most notably Beastmen

Liche Priest on the Steed is over dressed. Serpent Staff is a horrible waste of points. A dispell scroll is far superior.
Liche Priest with Blue Khepra could use the cloak instead, but it's a matter of taste.
You need a prince for all games, get one. Putting him in a chariot is bonus and turns those chariots into competitive units for now.
Skeleton Heavy Horsemen need the Warbanner.

I hear the reform banner is a very popular choice for tomb guard, because you can reform for free before declaring charges (which basically means charge in any direction). Pretty sweet, I think.

I started with this too =). First in 1000pts games for you it's better to use 1 Prince and 1 Lich Priest, hieratic jar and disp. scroll is the worthest equipment for lich. Then, remember, your best units is in special slots, eq. scorpoin and ushabti. If you'll play with only a battalion, you dont need musican and champ in chariots and musicans in warriors. Undead don't flee so musicians are almost worthles and champ is too expensive.

I disagree Armandeo.
The Champ is always the first one healed, and can take a challenge. Being able to challenge combat centric characters is necessary in order to mitigate potential losess due to crumbling.
Musicians are almost always necessary in Rank and File models, not because of the rally rule, but because of the tiebreaker rule. it would be a real shame to lose a skeleton to crumbling simply because you tied a combat and didn't have a musician, even worse if you would have won a combat because of him.

Ragnar is right, our games are designed for fun and to use whatever models are available. So we allow him to use WoC Beasts CDs and Daemons together.
I was planning on getting a Warbanner for the Skeleton Horsemen yeah.
Basically now my army is
Liche Priest (Blue Khepra) - 155 Points
Liche Priest (Dispel Magic Scroll, Skeleton Steed) - 148 Points
3 Chariots (Full Command) - 170 Points
Skeleton Warriors (Spear, Shield, Light Armor, Full Command) - 185 Points
Skeleton Warriors (Bows, Light Armor, Full Command) - 185 Points
8 Heavy Skeleton Horsemen (Full Command, Warbanner) - 188 Points
Total Points: 1031
I plan to get:
8 Heavy Skeleton Horsemen (Full Command, Warbanner) - 188 Points
Liche Priest (Casket of Souls, Enkhil's Kanopi) - 300 Points
Tomb King (Using Settra foot Model) (Blade of Setep, Shield, Light Armor)- 246 Points
Scorpion - 85 Points
10 Tomb Guard (Full Command) - 150 Points
Total: 2000 Points
Then to finish off the army:
3 Ushabti - 195 Points
3 Carrion - 72 Points
Bone Giant - 220 Points
Screaming Skull Catapult - 90 Points
High Queen Khalida - 420 Points
Total: 2997 Points
Is this a good list? and thanks everyone for your advice

Need the 8th Ed rulebook to confirm, but I'm thinking the skele volley twice from a big block of bowman may be greater than Catapault. Too many variables right now without the book.

Your 1k army is illegal as to the standards of the game.
You need a prince.
As long as your opponents ok it prior to the game, you're fine, just don't expect to go to any tourneys with it.
Ranks are what do it for skeleton heavy horsemen. You'll want to go with 5x3 with the warbanner.
Some of the rumors seem to point at heavy cav being able to get ranks at 4 wide. Keep your fingers crossed. 16 heavy cav is a disgusting unit at 4x4 with a banner. In fact, my most competetive armies ran a 4x4 with a banner, and a 4x3 with a war-banner.
As of this edition Khalida is not worth it.
As of next edition, Khalida's worth will come up, but not enough to justify her over other lords I don't think.
Sure the autocast, with the new shooting rules are going to be sick, but Armies based around it just won't have the same kind of oomph.
at 420 points, you could buy 2 kings, have much better combat ability. Or 1 king and one HLP which is a scary combo.
Until the Eratta comes out for the Kings for the new edition, we're going to be in the dark on what's better.
