I recall seeing a colour chart around that compared all Citadel paint colours to each other, and showed the equivalent in another colour. So it would show all the dark colours together, then the lighter colours. This was rather useful when trying to follow tutorials online or apply a certain style across an army. I don't happen to have it though. Does anyone know what I'm talking about?

In particular, I was interested in adapting this guide on speedpainting Bad Moon Orks to painting Deff Skullz, but I don't know what I'd change the blue into. Anyone know what to do about that?

I'm not asking for a Citadel to Vallejo/other brands conversion chart.

Just experiment with different shades of blue using the same technique as on the tutorial.

Back of the How to paint Citadel Tanks book has the chart you are looking for I think. It lists all the bases colours along with their progressive stage colours. For death Skulls it says:

Base colour - Mordian Blue
Mid tone - Scorched Brown (Wash)
Highlight - Shadow Grey

No trees were hurt in the making of this sig, however many electrons were disturbed.
