What this smacks of is GW back tracking. They had this great idea to re-intorduce second edition structures into Loyalist Space Marine armies as well as balancing some of the more powerful units. Once they see all the negative attitudes towards the Dark Angels they freak out and "leak" these rumors out.

Their flag ship seller would have TANKED, rather quickly. Its a good reason to back track.

1) Codex Space Marine is low priority and won’t be coming out for at least 2 years or more if it comes. Currently they are the biggest seller and don’t think it needs too much attention such as other ones. Tons of focus is being put on the upcoming Orcs they really want to get it right.
