I honestly dont think anything will make GW listen anymore.
The very last thing that was fan made rules to be produced into a Codex was in the WitchHunters Codex.
And that was the Exorcist.
This is a shame, as when a gap in GW rules are widely known, and someone reveals how to best fill that gap (which will make GW money) they just dont care.
Which, honestly, says alot about their product.

I'd do that with the Squats if they weren't 'all dead' in the fluff. My guiding concept was to stick to the existing models (no new weapons or models). Each project should follow its own bit of ‘canon’.

Wasn't that new land raider ares made up by a player? How did he get GW to post his datasheet on the official site?
I really think if you make something cool enough, and GW thinks it's cool enough, they'll find a way to feature it, even if it's just another datasheet

It's a big galaxy. No reason why the Tyrannids would have been able to hunt down and eat every single Squat world and mobile asteroid and so on. The real reason the Squats got killed is because GW take 40K a little bit more seriously than it warrants, and Heavy Metal Space Biker Dwarfs went a bit farther than they could stand.
There's always Olley's Armies's Scrunts.
""You look shocked to see us old friend.. don't tell me you believed the rumour that we Dwarves were extinct, but then you humans were always very gullible especially when it comes to spin."
OTOH does the world need another unique Imperial army?

That's my take on it, where Orks and Tyranids failed the Imperium succeeded, by annexing the last of the Squat territories. The squats now live under Imperial rule and fight for the Emperor in the armies of the Imperial Guard.
The world doesn't need another unique Imperial army but I do and that's all that matters to me.

So conclusions:
I think L&D and Kroot would be the best subjects for a serious effort since they already exist and have support.
A project would need an author and an editor and people willing to accept decisions.
Seems there would be grassroots support for something like this.
Who wants to take the next step?
I'm in. point me where to go and let's get to work.
