while I am not sure exactly sure where you are going with your argument, my understanding of cheating is
to violate rules or regulations http://dictionary.reference.com/browse/cheat (i use this as a base of reference)
and performing illegal activities is also violating rules or regulations (forbidden by law or statute. or contrary to or forbidden by official rules, regulations, etc.)

therefore under that definition cheating and illegal acts are equal in that they are violations of rules or regulations. NOt so vague when you actually put it to it's base definitions.
