Red lives, I am going to sort of repeat yakface here, but that is a speed bump. They only charge my kroot on the turn they would have charged my suits if they weren't there. I don't run kroot out towards them and give the assaulters a leap forward. I buy one more turn.

If assaulted by an actual assault unit (such as striking scorpions) they kroot will lose... by a fairly large amount, meaning that there is a great chance that they will lose and be massacred. Meaning that the scorpions moved 6" (movement) another 6" (assault move) then another d6 (massacre) closer to your suits. To me this is not a speed bump by any stretch of the word.
That's what speed bumps do, they get assaulted and die. Usually setting up the assaulting unit to be gunned down.

What i meant was they are pricey for just that purpose, if you read an earlier post i mentioned i use gun drone squads for the same price (since they keep up with my suits etc better) and as i mentioned i play mech tau so i found the kroot were never mobile enough to serve the purpose i wanted from them.

Well in 4th edition I was able to wipe out assault squads, which cost over 100 points, with my suits. I was able to do this because the kroot bought me one turn.
So they are not pricey for the purpose. You are wrong. You lose with your Tau, most others don't have such a bad record. Listen to use. Use kroot as speed bumps. They take some skill but work great.
Gun drones squads are better speed bumps. Fire warriors are better speed bumps. Kroot are versatile.

But you're going to have to name a unit that I will go "oh noes, you're not going to shoot me this turn? You're going to run instead? Even though you still can't assault?"
And once you name such a unit, consider still that I can still move jetpacks 12" a turn and shoot.
I can... Assault marines (since they move 12" in the movement phase)
Assault Marines can move 12", run up to 6, and then assault?
As far as using kroot against an outflank... just line them along the board edge... no outflank on that side.

Please note - terms like 'always/never' are carried with the basic understanding that there are exceptions to the rule, and therefore are used to mean generally...
