Well Zartan and the Drednocs would be good rough riders with the bike conversion like they did on the UK GW site.

to be honest the best advice i can give is dont try and copy exactly what each thing looks like because its gonna be hard as long as someone knows who its meant to be it will work.also dont just look at troopers their are so many diffrent soldiers in a cobra army and VEHICLES!

I gotta say, I rather like the idea.
Don't listen to Migs too much; just because HE can come up with wildly original ideas for armies and then twist reality to make his vision manifest doesn't mean the rest of us mortals can come up with super awesome things. Sometimes we just settle for a loving tribute to something from our youth

Besides, there really does need to be a themed GI JOE army, one for Cobra and one for the JOE's.

Cobra Commander wise, I would go for the hood for the main man. I just always thought the hood was the most sinister.
For the special cobra man, whose name escapes me, using rules for Solar Macharius seems fitting...

And for the Baneblade, I would be hard pressed not to refit an actual HISS tank... That would look awesome, especially if the little Leman's were also HISS tanks. Nothing says 80's cartoons like "We made a giant super tank! And it looks EXACTLY like our other tanks, but BIGGER *insane cackling*"

GI JOE! Those PP heads look good. My bro is looking to get some for his cobra IG army. Ironically he says they are staying loyal to that emperor guy.... We have a GI JOE epidemic going on!

I think the trouble bubbles would be good sentinels.

Dreadnoks would be good as veterans if you put them on foot, but you could also mount them on bikes to do Roughriders. Too name a few Zartan, Zarana, Zardan, Ripper, Torch, Buzzer.

You need to have HISS tanks, which in more recent versions of the toys are suppose to be transports, so maybe as Chimeras.

Also, the old GI JOE Mobat was at one point reissued as a Cobra C.A.T. tank after they gave the GI Joes a newer tank, the Mobat based on the Patton. That'd be good for a Leman Russ battle tank.

Necessary characters that you could use as platoon commanders or commissars: Destro, Baroness, Tomax, Xamot, Dr. Mindbender. Fire Fly and Stormshadow would be cool but more of an assassin. Each of those character also had their own bodyguards. Iron Grendaiers, Night Stalkers, Crimson Guard, Crimson Guard, BATs, which you could either do to have some variety or to incorporate other doctrines.
