Twelve squads, my friend. Six man special weapon squads with three sniper rifles in each, according to the current codex. That's 36 snipers at the minute. I read on here (or warseer, or Tempus fudgecake, or somewhere) that the new codex will allow all of the members of a sniping detachment to carry sniper rifles. So that'd possibly be 72 from a standard build IG force.

The IG don't really need tanks....

You can have two with every HQ formation. So as the basic 40K game requires you to have a HQ and two troops choices (and the EPLS troop choice for IG is the Infantry platoon which each include another HQ formation) that's a possible six to begin with. My earlier post clearly illustrates that with Hvy Weapon platoons in each Hvy Support slot (and that these Hvy Support platoons also include a HQ squad) that this would be two special weapons squads in the HQ HQ, two each in the troops choice HQs and then the optional two each in the three Hvy Support HQs. That's a quick and easy way to get to twelve special weapon teams.

You could choose to include more troops choices of HQ and two squads. In most games, the number of troops choices you are allowed to choose is limited only by your points total. Each of these HQs could also have two more special weapons teams.

You could apply the same rationale to Hvy Weapon squads. Instead of 72 sniper rifles you could have 72 autocannons if you wanted. Or, points allowing, as they occupy separate slots, 72 sniper rifles and 72 autocannons. Not that I'd do that. Or that I have that many snipers/autocannons.

Yep. Which in my codex says says has to be drawn from HQ squad entry on page blah. It does not say 'stop reading after the first box'.

On the flip side it does say that you have to have two troop choices. IG troop choice minimum has to be two command squads and (two each) four ten man squads. I've seen WD publish battle reports where this criteria wasn't filled. They obviously don't even have a grasp of what 'two troops choices' means, so forgive me if I follow what they've written, rather than what they meant.

The Vindicare and Culexus are the best looking, and the Vindicare has the best mini.

Gameplay wise, the Eversor and Callidus are the best, for obvious reasons. The Vindicare has some great abilities, but he simply doesn't do enough to justify his use. The Culexus has some really cool, really nasty abilities, but since everything and its dog in 40k is fearless, it's pretty moot. And psykers aren't really prevelent enough to dedicate a unit totally specialized to taking them out in your army.

As for fluff-wise? Culexus all the way. I'm a huge fan of using fear as a weapon, and the Culexus is the best at that. He's the living embodiment of fear. Not only that, but he eats your soul. That's awesome.

people what about death cult ok not as good as the others, but they still deserve a mention, I think all assasins are a bit pt. heavy to play competitively, and i pretty much think there all badass, eversor would be my least favorite and my favorite... well callidus did kill the night haunter, but i think i'd have to go with culexus, the only time i'd use assassins would be for an apocolypse game with this formation: http://www.scribd.com/doc/3993077/Officio-Assasinorum-Execution-Squad can you say awesome.
