I'd have to say it's a matter of circumstance, If he has some decent (read put a little effort into them) proxies that would be one thing. I'm all for conversions and have a number of them myself. However a completely proxy army is getting a little far ou thtere and Just saying "ummm yeah a drop pod is uhh.....there" Heck no ain't gonna happen on my table. There are always allowences made for new players getting into the game to help them out and testing is one thing but running a permanent list with models you don't even have stand in's for is a bit much. I'm sure every one has an idea they'd love to do "If only i could afford 9 Penitent Engines" Part of building an army is not just making a good list but making a good list with what you have. I see the drop pod issue a lot because people still have the old codex mind set where "drop pods" were really just a fancy form of regular deepstrike, and still feel like they aren't real. But times have changed and now they are actual models that have a role even after falling in. They have guns, block movement, block line of sight, provide cover, contest objectives, offer extra movement at being assaulted. And if you start saying any of those things mentioned isn't important in a game of warhammer you need to go back to warhammer basic training. How would you feel if some other player came in and dropped a handful of quarters on the table and said "these are the bases to my 10 man thunder hammer terminator squads, I just don't want to buy the models It'd cost to much"
