Pedro definitely stands out more than the librarian. I think you've shaded him better, and the color blue you use is a distinctive one.

I think it's largely that the officer in the foreground, and the standard bearer in the back both have very static poses. Also, nobody is being shot or injured, and there's no damage or loose gear on their side of the sand bags.
