I randomly found this tutorial from a web search on making washes from GW paints and tried it with my regal blue (for my iyanden theme Eldar) and had great success with it. I did 2 drops of dishwasher soap (palmolive or something like that) and it is perfect. Attached is a picture of something I used the wash on:

What i do is get the desired colour and some black wash. mix a tiny bit of paint with the badab black and you get a new colour for next to no effort.
