Now, there is an idea. There is simply too much variation in 40k, you need a Separate Flowchart for each unit type.

I revised it again. The assault phase still needs expansion with counter-attacks.

The main reason I made this was that I see the rules as maddeningly confusing and complex. Then again, as a D&D player, I used to find that appealing. As a new 40K player, it's daunting. There's always some unknown right over the hill, whether it be from someones codex I haven't read or a basic rules issue.

Anyway, once again, I'm learning an awful lot from this. Thanks!

That's how I would re-write it if I were so inclined. It would start by defining unit types and go off from there. At this point there are two many "if" questions regarding what you have, which would slow things down if you intended to use it at the table.
