For the first question: Heavy Stubber. I have no idea why, but I've put more holes in people's plans (and special characters) with the lowly stubber than I can count.
For the second: Plasma Rifles for the Imperium. What? Plasma weapons that still kill MEQs on a 2 and don't kill us? That's just crazy xenos talk.
