I believe the IG work best as a theme - the rank-and-file generic IG just suck imo. You'll get bored pretty fast unless you were bitten by a radioactive spider and love to paint and model the same units over and over and over.

For example, with the new codex I've seen a few Vietnam air cav forces with converted Catachans and Hueys (count-as Valkyrie/Vendetta), there's Wonko's thread in P&M with his Catachan Special Forces army, and a truckload more that are no doubt out there. Also, if painting hordes of people is not for you (but you don't want to weigh down the spehss mahreen bandwagon) then just opt for the more elite IG - vet squads, instead of 2-5 massive squads forming a platoon which takes up 1 troops choice on the FOC. IG can have a lot of character, as can orks.

Both are fun to convert, both CAN be converted with minimal hassle (from head switching to heroic poses and moving leg positions around, for instance) and this is coming from someone with the greenstuff skills of a polio patient. Both are very doable for an up-and-coming modeller. You can even have a rag-tag band of hardcore IG stranded behind enemy lines and as such need to replace shot-up vehicle armor with whatever they have - use your imagination! Mine has never failed me.

In the end I think it comes down to preference. Best of luck in whichever endeavor you choose.

Ork conversions shouldn't be half-arsed. Look at the Forgeworld Ork Stuff for an example of how you want to make a conversion look. If you're just planning on slapping some cereal packets on a dollar-store truck, may this just isn't the hobby for you.

I haven't done any major scratch building, but I have done some heavily modified conversions.

I honestly think it takes more ingenuity and an artistic nature to do an ork conversion right. I do a lot of mock fitting and trial and error for design.

The only other problem I seem to have is I have too many half started projects, but I don't think that is an ork problem, probably just me lol.
