That got me thinking... why is there on Commissar equivalent in Space Marine chapters? Of course, pansy human soldiers are much more likely to turn heretic than genetically modified and religiously indoctrinated Marines, but if I recall correctly there have been issues with chapters going renegade, Chaos or whatever  And a Marine Chapter is much more expensive and valuable than a Guard regiment. Why doesn't the Imperium keep an eye on them as they do with their army?

That is the...
duty of the chaplain.
Those marines in black have more to do than add some rerolls...
Spiritual guidance is the chaplains duty and they also are part of the recrut selection ( to sort out the tainted ).

Either the Chaplain or the Inquisition if things really start to turn sour.
The Astartes are held more independently from the rest of the Imperium than most Imperial forces, so they generally don't have members of another organization overseeing them.

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it. |

Because the Space Marine Chapters were created by THE EMPEROR while the IG and Navy were made by the High Lords, and EMPEROR+PRIMARCHS>High Lords

Chaplains = spiritual guidance, training
Librarians = psyche, psi powers, chaos taint?
Apothecary = fitness, compatibility with geneseed
and there is the tithe to the magos biologis to check the geneseed. Maybe the only non-chapter organization with in-depth info.
