I think that they probably playtested this power against the upcoming Nid codex and there's probably something the nids have that mitigates this power's effects on the MCs.

I'm interested in the mechanics of the line drawing for the power. Is it like a normal shooting attack (where you select a target and then check range) so that for this power you choose a direction and then draw the line with a piece of string or what have you and see what models you hit? Or is it more like a template weapon so that you can swing your line around the priest to find the line that hits the most models?

Simply making them I2 basic, option to go to I3 would seriously negate it: halving the powers effectiveness.

From the sounds of it you pick the direction and then see what it hits, it doesnt have any speecial allowances to let you move it around - it isnt a template attack, whichi s the only one with the requirement to hit as many things as possible
