No, it isn't. As for being Fan based, yes, it shouldn't be used as a means of checking legality. However, in this case it matches what the codex says.

No, it's not.
The codex specifically states which units are required to be equipped the same way (warrior biomorphs, gaunt biomorphs and weapon biomorphs, hormagaunt biomorphs, ripper biomorphs and weapon biomorphs, genestealer biomorphs and weapon biomorphs, biovore ammunition). In each of those cases, the codex specifically says, "Each model in the brood must be equipped identically" or "The whole brood may take" in reference to their biomorphs.
Those entries require that all biomorphs be the same except the warriors. Warriors are allowed varied weaponry.
This is left out of the ravener, zoanthrope, and tyrant guard entries. Therefore, these 3 creatures do not follow the restrictions placed upon the others I named in the codex, and to assume otherwise is to put words into the codex where there are none.
These broods have no non-weapon biomorphs that they can take. The zoanthrope is essentially geno-fixed, varying only in what hive mind powers they take. Raveners can vary weaponry, but have no other biomorphs they can take. Tyrant Guard have only a small selection of biomorphs they can take and the language in their entry is clear: "Tyrant Guard have rending claws and scything talons and may take..." It's basic subject verb agreement. Tyrant Guard is plural. Tyrant Guard buy the upgrades together.
Army Builder is fan-made and not an official GW product
That's correct.

And the singular is . . . Tyrant Guard.

Brilliant! And what form of the verb "to have" goes with the singular Tyrant Guard?

(sorry, couldn't resist)
BTW, for our Colonial Friends, remember the rules are Written in English, not Colonial English

Has.
And as written, the whole group of them can take which ever they like - no mention made that they need to match. It refers to every model and that is necessarily plural. The Lash whip part only confuses people further.
However, you will note that in each case where whole broods must be equiped identically that is mentioned.
And in each case where they are able to be outfitted differently, this is mentioned as well.
This is the example where the wording can really fall into either side.
Like the fact that Tyrant Guard are not a Brood - per se.
Infer what you will.

Actually, as a Dirty Limey, I can assure you, there is only one way it can fall in Queens English.

Would just like to point out that while the BRB and the codex were written in England, the language used is really more GWese. While this language bears some resemblance to both the queen's english and colonial english it is actually more closely akin to the output generated by a horde of chimps banging away at typewriters. The "clarity" of the rules, the depth of verbage, the twisted use of synonyms all give us this glorious new language to explore and attept to decipher.
And I suspect that the monkeys must have ready access to the beer some days.

"Tyrant Guard have rending claws and scything talons, and may be equipped with flesh hooks at +1 point per model and/or... etc" It then goes on to list other options at the per model cost.
So I may equip them per model. One with flesh hooks, one with implant attack, one regular. Fully complex.
I don't see what the fuss is about - it says that they all must be upgraded if you take an upgrade. Simple.
