Just becuase he only makes reference to Commoragh does not mean that it was the only city set up at the time.
Indeed, I imagine what with all the chaos and most of the survivors being only children, there could have been now way that they would reach and agreed 'meeting point' in the webway. So while most of the refugees (I think that's the right word for the survivors) may have conglomerated around and founded Commoragh, I'm sure it would not have been the only place in the webway that the survivors settled down.
