There is no real best answer, it all depends on what you want the unit you're puting the weapon in to be doing.

That's a good idea in theory, but if any sort of firepower gets directed at your squad, you'll need to move into coherency, denying you a shot that turn.

Well, you don't stretch it to its limit with 2" between Guardsmen - you keep them reasonably close together. 1" is ideal. A lot of times you'll clump those lasgunners around tanks as well to prevents assaults on them. The only thing you really have to worry about is assaults, but, as I see it, it's no real problem if my screen of Guardsmen gets assaulted (I play all mech besides that one squad) - that's a tank or two that gets another turn of firing. If they manage to immobilize or destroy a land raider, or pop a few transports with the 60 points I spent on lascannons (okay, 70 if you include the minimal voxnet), that's a great bonus.

I agree Luna. It's always fun to see the look on their faces when a squad of mortars take out a good chunk of a squad or two hiding out of LoS. Then when they go "That'd take a tactical genous!" Then I bring Creed and his transport out of reserves and we both laugh.

As has been stated, autocannons or lascannons are best in line squads. I run ACs to keep them cheap, but lascannons are superior against nearly all vehicles, and aren't that much more expensive.

The missile launcher is a nice solid all arounder, but the IG have no real use for utility weapons. Instead of two MLs, you can take an LC and an AC.

The heavy bolter is actually the least useful, as it's the same cost as an AC for slightly better performance against infantry, with less range and minimal anti-tank.

The mortar is a special case, and I like them in HWSs, where 60pts gets you three, instead of paying 55pts for a line squad with one...

The actual ratio is more army specific. I use all ACs, as I run melta vets en masse. If you take hydras, however, you might like the punch of lascannons. Keep in mind that LCs are the best for anti-MC work as well...

I always take at least 2 melta-vets with vendettas so i (like a lot of guard players now) have little to no use for lazcannon weapon teams. I will say however i do field somewhere between 6-12 auto cannons a game depending on how many points i'm playing.
