The lack of a geopolitical location isn't going to make this a popular one, but why not place the Golden Throne somewhere deep in the former Mid-Atlantic Ridge? The top of Mount Everest sounds cool and mighty, sure, but I can't imagine a safer place from orbital bombardment then a really sheltered (dry now, of course) oceanic trench.

You would think that the Vatican would be a prime location for the throne, since previously being the seat of religious power for the planet.

But the Emperor hates religion, remember? The Ecclesiarchal Palace would be better suited to go up in place of the Vatican, them being the ones that revere him as a god against his will and all.
