I'd go for a pretty hefty overhaul on the system. I mean, the basics should stay, such as TLOS and profiles.
But the way we make lists.
I'd opt for a more "Horus Heresy" type game then a WH30K. No Xenos. (Well, Maybe Eldar...)
The premise I'd take with the game is legion on legion. I'd write the rules so that it's a hero-centric game, i.e. both players MUST choose a primarch, which would be the only real HQ unit.
The Primarch would determine the player's unit choices. Things in the Elites, Troops, FA and HS would get swapped around accordingly. Individual unit limits, and FOC modifications.
Now, what I think would make things really interesting is that at the start of the game, players determine who is loyalist and who is traitor. Doesn;t matter what Primarch. I think it would make for some cool "what if scenarios." I suppose fluff wise, games are set as the Heresy is unfolding, so who allies with who is sort of up in the air.
Anyway, the point is, depending on affiliation, the players legion would get general buffs/nerfs granted by the Emperor or Chaos, and some legions may even play completley differently depending on which side they're on.
I'd also like a leveling system, (for the primarch characters) but that might be difficult to accomplish.

Also, I don't like the idea of a leveling system. Primarchs come to the table awesome each time, I'd think.

answering Manchus question from page 1:
The Leman Russ main battle tank was named after the Primarch of the Space Wolves chapter after he stopped and saved an Adeptus Mechanicus planet from destruction at the hands of Chaos during the Horus Heresy. Its been a while since I read the fluff behind it, and I cant recall where it was, but part of me wants to say it was Mars.
Also, I think the tanks were brand new at the time, and had a different name associated with them. The name was quickly changed to Leman Russ after he saved the planet.

Right, I know about that part (except which Forge World, same as you) but my question was more along the lines of did this happen before or after the Heresy? In other words, did the Imperial Army use the Leman Russ?

Several schemes of the Leman Russ are described as:
"beiing used in the great crusade"
Since codex IG mentions this specifically for the executioner type of LR, its safe to assume that some variants are really
old but others maybe rather "new".

I guess. I haven't once looked at the rules. But I guess it might make sense. GW would then have a Sci-Fi Skirmish game, a fantasy Skirmish game, a Fantasy heroes game, and a sci-fi heroes game. Looks good to me.
