No one has mentioned yet that the Imerial Guard was created also to be an effective, flexable and low cost fighting force that is not only is seperate from the Astartes chapters, where previously they were a suppliment to their limited numbers, but also a force that answers to the HLT (High Lords of Terra) and or Segmentum Command.

IMO the scarcity of SM's and the size of the Empire kind of demand that some kind of Imperial Guard would form anyway even if it's just banded together PDFs.
