A railgun slug would tear you apart before you heard the shot. It would be messy and gribbly, but something would probably be identifiable afterwards.

A lascannon would cause you to pop like a man-sized zit. It would nigh-instantly flash-boil all the fluids in your body it came CLOSE to, causing rapid expansion of gas. You would literally pop like a balloon.

As for the Imperium not using rail weapons, here is my thought: The Imperium seems to follow th idea of the US military, and that is shots on target. Put more fire on them in a reasonably accurate manner to force the enemy to constantly seek cover and never get a good, well aimed shot on you. Bolters do that pretty well from the fluff, but a railgun is a more precise weapon, like a sniper rifle.

When I got shot in iraq (In the hand) I didn't feel it at first all I felt was something slap against my hand. When I took off my glove there was blood and lots of it. Later on once the doc's started messing with it I felt PAIN. If you don't see it coming it tends to hurt a lot less...

The Imperium don't develop new technology, they just mess around with what they have and seek out STCs. So I don't think they'll ever develop railguns, because they'll just stick to the Holy Technology of times past. They probably consider railguns to be like Tyranid Bio-weapons, unholy blasphemies against the Omnissiah.
