How many points is it total for the team?
Larger the games, I'd think it less likely to have a 'lightly' defended objective.

Outflanking is a good choice in larger games as they will get the drop on whatever is on the flank they arrive on.

I think they 'need' to come in later, yet have no way to dely it, as coming in early just isn't healthy for them.
So one option if they come early on an objective would be to bite the bullet and keep out of line of sight than to shoot the hvy bolter and bank on not being shot at for maximum durability til game end.

160 points for the scout team and Storm. If I had spare points, I may have bought them camo cloaks, so they would receive a 3+ cover save, just to make them that bit more durable, but unfortunately, it was not to be.

I don't think a 3+ cover is that great when there are so many nice options for fast moving, economical, heavy flamers.

And it's adding more points than necessary to a unit that does not have 'durability' on mind.

It all depends on the type of army you play, and how the rest of your list compliments your LSS. The best part of using Scouts, IMHO, is their ability to Outflank. Knowing when the best time to Infiltrate and Outflank is the key thing to remember when playing in a game. In an Annihilation game, granted it is worth 2 Kill Points, but depending on the Deployment set up, you might have a strategic advantage, depending on the terrain.

Pitched Battle: Regardless if you go first or second, being able to infiltrate or outflank gives you strategic advantage because you'll have seen where his troops are going, and know where the prime places would be for either taking cover, or moving into position for a first turn vehicle kill.

Spearhead: This scenario is where I think being able to Infiltrate helps the most, especially if you've got more than one Scout unit. Outflanking, not so much, since you have a 1/3 chance of being on the wrong side of the board, but that can vary depending on your mission.

Dawn of War: If you go first, and place your Scouts right at the cusp of the halfway point on the board, AND THEN use your Scout move to get another 1-6" (or 6" on an LSS) up on his side of the board, your Scouts could wreak havoc on your opponents initial set up. If you're going second, then you've got the option of Outflanking, or just coming straight up from your end of the table.

It really all depends on you play your army. Personally, if I was going to run a Scout unit, I'd have multiple units, equipped differently, but each unit be specific for one task. (IE - One squad dedicated to Sniping enemies from long range, and one equipped with Shotguns and Sgt. with a PF/PW assaulting). Having an LSS makes your Scouts more mobile, which is never a bad thing. You just need to think the strategy through, with each different mission and deployment set up.
